History of the holiday.

The decree “On the Day of the State Flag of the Russian Federation” was signed by Russian President Boris Yeltsin on August 20, 1991. According to the text of the document, the holiday is dedicated to the restoration of the historical tricolor state flag, “covered with the glory of many generations of Russians.” The holiday was established for the “purposes of instilling” respect for state symbols among Russian citizens, the decree says.

When seeing the national flag, 66% of Russians feel pride or admiration, according to the results of a survey by the All-Russian Center for the Study of Public Opinion (VTsIOM) for 2022. Another 17% of citizens feel sympathy at such moments, and 11% of respondents feel indifference. The rest of the respondents said that they felt antipathy (1%), irritation and shame (2%) at the sight of the Russian flag, or found it difficult to answer the question (3%). VTsIOM conducted a survey using telephone interviews, the respondents were 1,600 adult Russians.
