The List of documents for issuing CITES permits for the export of M. Oak and M. Ash sawlogs has been approved

List of documents for obtaining CITES permits for the export of sawlogs and sawn timber of Mongolian oak and Manchurian ash.

In accordance with the order of the Federal Service for Supervision of Natural Resources dated January 11, 2016 No. 2, the head of the Department of Rosprirodnadzor for the Far Eastern Federal District, Evgeniy Nikolaevich Elistratov, was appointed deputy head of the CITES Administrative Body in Russia in terms of issuing permits for the export of Mongolian oak and Manchurian ash with the right to sign CITES permits.

Order of the Federal Service for Supervision in the Sphere of Natural Resources dated August 23, 2016 No. 490 canceled the order of the Federal Service for Supervision in the Sphere of Natural Resources dated April 28, 2016 No. 211, in this regard, the registration and issuance of CITES permits for the export of Mongolian oak and Manchurian ash wood from the territory of the southern part Far Eastern region (Amur Region, Jewish Autonomous Okrug, Khabarovsk and Primorsky Territories) will be carried out directly at the Department of Rosprirodnadzor for the Far Eastern Federal District (680000, Khabarovsk, L. List of documents required to be submitted to the Department of Rosprirodnadzor for the Far Eastern Federal District in connection with the issuance of CITES permits for the export of sawlogs and sawn timber of Mongolian oak and Manchurian ash. General documents:

1. Application for the issuance of a CITES permit in the form in accordance with Appendix 1 to these Regulations with a list of documents for the Administrative Regulations of the Federal Service for Supervision of Natural Resources for the provision of public services for issuing permits for the export from the Russian Federation and the import into the Russian Federation of species of wild fauna and flora under control endangered, their parts or derivatives, subject to the Convention on International Trade in Endangered Species of Wild Fauna and Flora, dated 03/03/1973, except for sturgeon species of fish and products made from them, including caviar, approved by order of the Ministry of Natural Resources of the Russian Federation dated 30.06. 2015 No. 297.

2. A copy of the contract between the exporter and the importer, indicating the method of transportation of CITES samples, with the exception of cases of transportation of samples owned by individuals.

To obtain permission to export samples (timber) of m. oak, m. ash and (or) Korean pine as documents confirming the legality of harvesting and ownership, the applicant submits:

a) in the case where the exporter of Mongolian oak, Manchurian ash and (or) Korean pine is a tenant of a forest plot or the holder of the right of permanent (perpetual) use of a forest plot: a copy of the lease agreement for a forest plot or a copy of a document on the right of permanent (perpetual) use of a forest plot ; a copy of the forest declaration;

b) in the case when the exporter of Mongolian oak, Manchurian ash and (or) Korean pine is a person engaged in timber harvesting in the implementation of measures for the conservation, protection, and reproduction of forests: a copy of the civil contract for the implementation of works for the conservation, protection, and reproduction of forests and a copy of the agreement purchase and sale of forest plantations or a copy of the contract for the performance of work on the protection, protection, reproduction of forests, including a condition on the purchase and sale of forest plantations;

c) in the case where the exporter is a buyer of wood from Mongolian oak, Manchurian ash and (or) Korean pine: a copy of the purchase and sale agreement for wood from Mongolian oak, Manchurian ash and (or) Korean pine;

a copy of the lease agreement for the forest plot and a copy of the forest declaration or a copy of the document on the right of permanent (perpetual) use of the forest plot and a copy of the LD or a copy of the civil contract for the performance of work on the forest land and overhead lines and a copy of the contract for the CP of forest plantations or a copy of the contract for the performance of work on the forest land and overhead lines , including a condition on forest planting control.

In cases of renewal of CITES permits due to their expiration, the provision of a complete package of application documentation is not required. To do this, you must submit an application for a new CITES permit and attach to it the previously issued CITES permit.
