The Unified State Automated Information System for Accounting for Wood and Transactions with It is a federal information system designed to track and record the procurement and supply of wood, lumber and other products made from wood.
Design and purpose of the system.
The Unified State Automated Timber Accounting System is designed to collect information about persons engaged in timber harvesting; lease agreements, permanent (indefinite) and free use, purchase and sale of forest plots and forest plantations; on forest declarations, reports on forest use; on transactions with timber, as well as on persons carrying out these transactions, including participants in foreign trade activities, and on forest protection activities. activities for the protection and reproduction of forests. The system also provides labeling of valuable timber species exported from Russia.
The system was developed and implemented with the goal that absolutely all links through which the products of Russian forestry companies pass would reflect the supply, shipment and receipt of timber and its processed products. Thus, it is planned to exercise full control over the entire cycle of wood use, from harvesting to sale to the end user.
The system is designed to function in order to improve and develop the situation in the Russian forest industry, in particular, to make the sale of illegal timber impossible. To do this, all producers, suppliers and consumers of wood must gradually be registered in the “Unified State Automated Information System for Timber Accounting” system, and the circulation of wood and products made from it without registration in the system will gradually be prohibited.
Absolutely all transactions with wood/lumber where a transfer of ownership occurs, regardless of volume, are subject to declaration in the Unified State Automated Information System for Timber Accounting.
In accordance with paragraph 1 of Article 50.5 of the Forest Code of the Russian Federation and with changes in the All-Russian Classification of Products by Type of Economic Activities, which are subject to the requirements of the Forest Code of the Russian Federation, from July 1, 2017, all transactions with wood/lumber, in which a transfer of ownership occurs, are subject to mandatory declaration. These requirements apply to all participants in transactions, regardless of the type of their activity, where the result of these transactions is the transfer of ownership of wood/lumber.
In the Unified State Automated Information System for Wood Accounting, when entering a declaration on a transaction with wood and in the accompanying document, the name of the wood is indicated in strict accordance with the All-Russian Classification of Products by Type of Economic Activities, which are subject to the requirements of the Forest Code of the Russian Federation.
Every month, for each declared transaction, it is necessary to submit a report on shipped/received wood to the Unified State Automated Wood Accounting Information System.
